Common questions.

What can I NOT use this for?

Credit decisions. Employment background checks. Tenant screening. Insurance underwriting. Anything covered by the FCRA. If your use case is any of the above, you need a licensed Consumer Reporting Agency — not Noble Skiptrace. We enforce the attestation at the intake form.

Do I need a private investigator license?

State-dependent. Five states heavily regulate PI work: TX, CA, FL, NY, AZ. If you’re running searches in one of those states as a paid service to a client, you likely need a state PI license. If you’re a licensed attorney directing the work for an active matter, or a bail-bond agent skipping your own bond, most states carve exceptions. The tool warns you when your state triggers a licensing question.

Where does the data come from?

Three buckets. (1) Public records: federal + state + county court dockets, jail bookings, wanted-persons lists, sex-offender registries, business filings, property records, campaign finance, professional licenses. (2) Licensed data brokers: Endato, Skopenow when configured. (3) Breach corpora: Snusbase, DeHashed, HIBP — gated behind explicit attestation because breach data is a compliance hot potato.

Refund policy?

Full refund for genuine service failure — the fan-out crashed, no facts returned, PDF failed to render. If the pipeline ran and returned facts, no refund even if the facts weren’t “what you hoped for.” The pipeline searches the sources it says it searches; we don’t promise the person exists in them.

Data retention + CCPA delete?

Case data (results + PDF) is retained for 12 months by default so you can re-download. The audit trail is retained 7 years for compliance. Subjects (or authorized reps) can request CCPA deletion of case data — audit rows are retained hashed and are the only record we keep after a delete.
